In October, Overseas American Chinese Scientists at Cambridge discussed the challenges and opportunities of High Tech Field in the near 20 years. Many developed countries have become monopoly on the control of the high tech and know-how, however, developing countries face a lot pressures on current technological situations. Low tech, environment unfavorable industrial process, low profit and labor extensive manufacturing have resulted in great damage to our society and the environment where we live in. With the increasing demand on the acquisition of high tech products, many developing countries are struggling with acquisition of innovative technologies from developed countries to help their economics and environment. Besides, any innovation of high tech may generate two side effects, one is positive and the other is negative. A responsible scientist hopes all high tech results should be used for help wealth, health and civilization, and for building a prosperous world, rather than for terrorism,conquering other countries, for damaging the environment, or doing harm to human right, and the right of life.

USA is the leader of High Tech development. US can play a pivotal role in promoting the innovations and their impact on our humanities, and offers help for the global sustainable development. As everybody knows, the resources of the world are limited. with continuing consumption of water, energy, materials, and food along with the explosion of the world population, our earth is enduring big burden. However, high tech may provide variety of solutions to our economy and let us enjoy sustainable development without wasting our limited resources. This has become our mandatory mission to form a new society to advocate such thoughts, build bridge or platform, open a new floor for world talents to seek solutions for the world, and promote the spirit of innovation in high tech field.

To help the technology transfer from ideas, concepts, and all possible innovations for industrialization, those overseas American Chinese Scientists and engineers feel an urgent need to form a new platform for worldwide hi-tech professionals, investors, activists, decision makers, and governmental officers.

With the goal in mind, founders of WHTS held a preliminary meeting at Harvard Government School, and planed to organize a joint conference titled "WTO-China" with Harvard China Review, MIT　Chinese Student and Scholar Association (MIT CSSA), Scholar Club at Harvard Business School, and North America Association of Science and Technology. After the formation of a temporary team, Dr. Xiaodan Mei took the lead to work with other overseas professional associations to organize the conference. Several senior level scientists made committment to launch the new non-profit organization, WHTS. After the organizing meeting, several receptions have been organized for Chinese tech tour delegations from Liaoning, Henan, and Shanghai. Couple of warming up cultural events, performances were organized during late 1999, which gengerated good impact on both Chinese and Mainstream community.
